- Preheat your oven to 350°F (175°C) and grease an 8×8-inch baking dish.
- In a medium saucepan, bring 1½ cups of water to a boil. Add in short-grain rice, cover, and simmer for 10-12 minutes. Drain and let cool slightly.
- In a large mixing bowl, combine whole milk, sweetened condensed milk, vanilla extract, cinnamon, nutmeg, and salt. Whisk until smooth.
- In a separate bowl, lightly beat eggs and gradually add to custard mixture, whisking continuously.
- Spread the cooked rice in the greased baking dish, sprinkle with raisins, and pour custard mixture over rice.
- Place baking dish inside a larger roasting pan filled with hot water halfway up the sides.
- Bake in the preheated oven for 45-55 minutes, until set but slightly jiggly in the center.
- Remove and let cool for 10-15 minutes before serving warm or chilled.
