Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C) and grease an 8×8-inch baking dish.
  2. In a medium saucepan, bring 1½ cups of water to a boil. Add in short-grain rice, cover, and simmer for 10-12 minutes. Drain and let cool slightly.
  3. In a large mixing bowl, combine whole milk, sweetened condensed milk, vanilla extract, cinnamon, nutmeg, and salt. Whisk until smooth.
  4. In a separate bowl, lightly beat eggs and gradually add to custard mixture, whisking continuously.
  5. Spread the cooked rice in the greased baking dish, sprinkle with raisins, and pour custard mixture over rice.
  6. Place baking dish inside a larger roasting pan filled with hot water halfway up the sides.
  7. Bake in the preheated oven for 45-55 minutes, until set but slightly jiggly in the center.
  8. Remove and let cool for 10-15 minutes before serving warm or chilled.
