Method
 

Preparation Steps
  1. Preheat your oven to 425℉ (220℃) and line a muffin pan with cupcake liners.
  2. In a medium bowl, whisk together flour, cocoa powder, baking powder, baking soda, and salt.
  3. In a large bowl, combine vegetable oil, sugar, eggs, milk, vanilla extract, and sour cream. Whisk until smooth.
  4. Gently mix the dry ingredients into the wet mixture until just combined.
  5. Fold in the chocolate chips, reserving a few for the top.
  6. Spoon the batter into the muffin liners and press reserved chocolate chips on top.
  7. Bake the muffins for 5 minutes at 425℉, then lower the temperature to 350℉ (180℃) and bake for another 15-17 minutes.
  8. Allow the muffins to cool in the pan for 5 minutes before transferring them to a wire rack to cool completely.
