- Grease a 9x13-inch baking dish and spread the zucchini mixture evenly.

- Cook beef and onion in a skillet until browned, about 5-7 minutes.
- Add pizza sauce, bell pepper, mushrooms, oregano, garlic powder, and black pepper to the beef and simmer for 5 minutes.
- Spread the beef mixture evenly over the baked zucchini crust.
- Sprinkle remaining mozzarella and cheddar cheese on top.
- Bake for an additional 20 minutes, until the cheese is bubbly and golden.
- Allow to cool for a few minutes, then slice and serve.
